    Dawson Garman — “the happiest, smiliest, giggliest baby,” his mother said — would have celebrated his first birthday Thursday.   Dawson was born with hydrops fetalis, a condition in which fluid causes severe swelling around the infant’s heart, lungs and abdomen. Doctors gave him little chance of survival, and suggested his parents terminate the pregnancy.
