A day after Town Meeting voters learned that taxes would not rise in fiscal 2014, Selectwoman Lisa Pacheco delivered some bad news — it could rise beyond the 2.5 percent levy limit the following year. Pacheco explained that for the first time in many years, town authorities were able to use free cash more and rely less on the taxpayers. As a result, the town could pay more the following year.
