Youngstown State University raises tuition costs YOUNGSTOWN, Ohio (AP) - Trustees at Youngstown State University in northeast Ohio have approved a 2.4% tuition increase. The hike approved Wednesday for in-state undergraduate students will increase the semester tuition by $94 to $3,950.
