Coast Guard now responsible for investigating any oil on beaches BP's Gulf oil spill cleanup is nearing the end. By mid-June, company officials say the National Response Center will be the point of contact for reporting all oil, chemical, radiological, biological and etiological discharges into the environment. That means the Coast Guard will be the first to investigate pollution, and find the responsible party.
