    TOWN OF ULSTER, N.Y.  – A Bloomington man was arrested by town of Ulster police following an investigation into what police described as a “road rage” incident June 15 on Ulster Landing Road. Police arrested Charles J. Labounty, 35, at 6:06 p.m. Saturday and charged him with criminal mischief, a misdemeanor.
